Each public institution's social-action services (SAS) run student residences under the national PNAES plan, with PRR-funded bed expansion running through 2026. Bolsa applicants get priority, and for bolsa holders the fee is capped at 17.5% of IAS (€91.44/month in 2025/26) and offset by the housing complement — effectively free. Prices for non-bolsa students are set by each SAS.
