Student residences (PNAES)
Alojamento em Residências (PNAES) ·Administered by Serviços de Ação Social das IES
Each public institution's social-action services (SAS) run student residences under the national PNAES plan, with PRR-funded bed expansion running through 2026. Bolsa applicants get priority, and for bolsa holders the fee is capped at 17.5% of IAS (€91.44/month in 2025/26) and offset by the housing complement — effectively free. Prices for non-bolsa students are set by each SAS.
Who qualifies
- Any enrolled student may apply, including international students
- Bolsa de estudo applicants have priority
- The fee cap and offset apply to bolsa holders

Apply to the SAS of your institution; bolsa applicants declare housing needs in the BeOn application.
Recent & announced changes
From 2026/27, displaced students lodged in residences receive €160/month under the announced ação-social reform (final despacho pending).
