Public tuition cap (propina máxima)

By law, public institutions cannot charge more than €697 a year (2025/26) for CTeSP, licenciatura and mestrado integrado programmes; the cap has been frozen since 2020/21. Non-integrated mestrado fees are set by each institution, and international students admitted under the DL 36/2014 contingent pay institution-set, full-cost fees. Bolsa holders are effectively covered, since the minimum bolsa equals 125% of the cap.

Who qualifies

  • Applies to CTeSP, licenciatura and mestrado integrado at public institutions
  • Domestic and EU/EEA students (and equal-treatment categories)
  • International students under DL 36/2014 pay institution-set full fees

Recent & announced changes

Announced September 2025: the freeze ends and the cap rises to €710/year from 2026/27.
